Medicare Planning Fringe Benefit® (Click to enlarge image) The Medicare Planning Fringe Benefit®(MPFB) provides a CMS compliant process for transitioning Medicare eligible health plan members to Medicare. The MPFB is a cost-saving employer sponsored benefit that motivates Eligible Plan Members (EPMs) to transition from their Employer Health Plans (EHPs) to suitable, lower cost Medicare plan options. Adoption of the MPFB can produce significant cost savings for EHPs and EPMs.
Understanding the Dual Enrollment Problem: The main problem the MPFB addresses is that many Medicare Beneficiaries are enrolled in an EHP, even though Medicare offers a more suitable, lower cost healthcare plan option. This issue causes EHPs to pay for high-cost claimants that should be covered by lower cost Medicare plan options. Large numbers of EPMs are paying for two health insurance plans, a EHP premium and a Medicare Part B premium. There are several ways this can occur. Many EPMs are automatically enrolled in Original Medicare when they begin receiving Social Security Income while enrolled in their EHP. This results in unnecessary benefit costs for EPMs and their EHP, while providing the Centers for Medicare & Medicaid Services (CMS) with Billions of dollars of unearned Medicare Part B Premiums. Implementation of the MPFB solves this problem by education EPMs about how Medicare works and providing deliverables comparing the known cost of EHP with the EPM's most suitable, lowest cost Medicare plan options. Exposure to this cost-saving information compells most EPMs to transition to Medicare. Employers can evaluate the MPFB by participating in a NoCost/NoRisk MPFB Pilot Project involing <25 EPMs. The actuarial lifetime savings associated with transitioning each EPM is $76,540. The MPFB subscription cost for each EMP is $1,000.
