Navigating the Impact of New Executive Orders

Press Release from HR Works

Since President Trump took office on January 20, 2025, there has been a flurry of activity and confusion as President Trump issued several Executive Orders (EOs) with potentially vast implications for employers. While we await further guidance to understand the full impact, HR Works is committed to helping employers stay informed and proactively prepare for upcoming changes.

HR Works has summarized four (4) key EOs that we foresee impacting employers, although specific circumstances will vary, such as federal contractor/subcontractor status, industry, and employer size. Regardless, employers in all sectors should begin to assess how these changes may apply to their operations and stay abreast of the latest developments.

Further, we recognize that these changes are highly publicized, yet also confusing, which may be causing angst among your employee population. Employers are encouraged to provide clear communication to employees about any policy updates to reduce confusion and maintain trust.

Below are four EOs with potential employment-related impacts and recommendations to begin preparing for compliance:

  1. Ending Illegal Discrimination and Restoring Merit-Based Opportunity  (View Impact Summary)

  2. Defending Women from Gender Ideology Extremism and Restoring Biological Truth to The Federal Government  (View Impact Summary)

  3. Protecting the American People Against Invasion  (View Impact Summary)

  4. Protecting The Meaning and Value of American Citizenship  (View Impact Summary)

Employers, labor attorneys, and HR professionals face significant challenges in responding to these executive orders, particularly around DEI initiatives, affirmative action, immigration compliance, and sex-based distinctions. Balancing federal mandates with differing state and local laws, organizational culture, and workforce needs requires strategic and informed decision-making.

To mitigate risks and maintain a compliant, inclusive workplace, it is critical to stay informed, proactively assess compliance, and communicate workplace policy changes transparently. These steps help to reduce confusion, foster trust, and reinforce your organization’s commitment to fairness and respect. HR Works has launched an online resources page, the Executive Order Navigator, to assist employers with potential employment-related impacts and will continue to provide updates as developments arise.
